About the Project

Mobile Notariat (or Mobile notariat) is a digital mobile application created to simplify the confirmation of legal documents and execution of legal procedures in the daily lives of Azerbaijani citizens. Previously, citizens could only validate their documents by physically visiting notary offices. Now, with the Mobile notariat registration process, users can create a personal account via the mobile application, access notary services online, and complete notarial procedures without leaving home.

Through the application, citizens can create an online power of attorney or an electronic power of attorney, and carry out their legal operations with just a few clicks. With the E-notariat system, all documents are synchronized with state electronic databases, while the online notary service provides citizens with legal assistance in real time. Thus, there is no longer any need to physically visit an office to issue an electronic power of attorney – the entire process is managed from a mobile phone.

The Mobile Notariat application offers citizens significant savings in time and resources, while providing the state with great advantages in the digitalization of services. As a result, legal documentation becomes more transparent, faster, and more convenient.

Previous Challenges

Before the launch of the Mobile Notariat application, citizens and companies faced several problems:

  • Long queues and time loss – validating documents in notary offices required hours of waiting.

  • Geographical limitations – in some regions, access to notary services was limited, resulting in extra travel costs and time for citizens.
