About the Project

The Municipality Job Portal is one of the digital solutions developed to centralize all job vacancies across the country’s municipal structures and to provide citizens with transparent employment opportunities. Through this portal, both citizens and municipal administrations can connect to the labor market more quickly, transparently, and efficiently. Previously, announcements from different municipalities were shared in a fragmented way, making it difficult for job seekers to access the necessary information. Now, with a unified job platform, all vacancies are collected in one place.

Users can create a personal account after a simple municipality registration process, browse available vacancies, submit applications online, and easily track the status of their applications. The system benefits both job seekers and municipal administrations: citizens gain wider employment opportunities, while municipalities achieve more efficient human resource management.

Thus, the Municipality Job Portal is an important step in the digitalization of public services and in improving social welfare.

Previous Challenges

Before the launch of the portal, citizens and municipalities faced serious difficulties. Vacancy information was fragmented, with each municipality publishing its announcements separately. Citizens could not access all vacancies simultaneously. In addition, the recruitment process lacked transparency; applicants could not see the stage of their application and had to endure long waiting times. Submitting applications on paper required extra time and costs. Geographical restrictions were another major problem, as citizens in one region often remained unaware of vacancies announced elsewhere. Human resources management in municipalities was also weak—databases were poorly organized, and applications were stored unsystematically. All these factors reduced public trust and raised doubts about the objectivity of the recruitment process.

Advantages

The portal eliminated these challenges and provided a number of advantages. A unified database now brings together all municipal vacancies on a single platform. Citizens can register easily, create personal accounts, and monitor their applications online. Transparency is ensured, as the status of each application is displayed in real time. There is no longer any need for paper documents, and the entire process is managed digitally. Citizens from all regions of the country can access job postings equally, without geographical limitations.

For municipalities, the portal provides powerful tools for human resources management. Applications are processed more systematically, statistics are generated, and candidate analysis becomes easier. As a result, trust between the state and citizens is strengthened, satisfaction increases, and the overall recruitment process becomes more efficient.

Technologies Used

The portal is built using modern technologies:

  • Web and mobile platforms: accessible via both browser and mobile application.

  • Cloud technology: secure storage of vacancy data and 24/7 access.

  • API integration: real-time data exchange with the State Employment Service and other databases.

  • Data security: encryption of user and vacancy information.

  • AI support: use of artificial intelligence in candidate selection (experience, skills, and compatibility analysis).

  • UX/UI design: simple and user-friendly interface.

Functionalities
  • Municipality registration and login – citizens create a personal account and track their applications.

  • Vacancy catalog – all job postings are presented with filters (specialization, region, experience).

  • Online application – submission of CVs and other documents electronically.

  • Application tracking – candidates can follow every stage of the recruitment process in real time.

  • Notifications – SMS or push notifications about new job postings.

  • Electronic archive – storage of previous applications for later access.

  • Analytics and reporting – municipalities obtain statistical insights for HR policies.

  • Security and transparency – all operations are recorded digitally.
