About the project

The digitalization of public services and providing citizens with more flexible and transparent opportunities is one of the main priorities of our country. One of the successful steps in this direction is the E-Polis mobile application. Now, many services can be accessed via a mobile phone without having to visit a police department. This is an important innovation both in terms of saving time and ensuring transparency.

The E-Police app brings together a range of services that citizens frequently need in their daily lives. Its main goal is to make public safety–related operations more accessible and to strengthen digital transformation in state-citizen relations.

Main functions of the application

The E-Polis mobile application offers a wide range of opportunities, combining frequently used services into one platform.

✔️ Obtaining a certificate of conviction

Previously, obtaining a certificate of conviction required lengthy procedures. Now, this document can be downloaded to your phone in just a few clicks. This function is especially useful for citizens applying for jobs, education, or visas.

✔️ Checking vehicle information
When buying or selling a car, it is essential to know whether the vehicle is wanted, insured, or has a damage history. Through E-Polis, this information can be easily checked, minimizing risks for both buyers and sellers.

✔️ Certificates by place of residence

Citizens can apply for different certificates through the app and track the status of their applications. This digitalizes traditional paper-based processes, saving time for both citizens and government bodies.

✔️ Virtual 102 – direct appeal to the police

One of the most notable functions is Virtual 102. When citizens encounter an incident or violation, they can send video, photo, or audio recordings to the police directly through the app. This makes cooperation between citizens and the police more effective and timely.

✔️ Checking travel restrictions due to debt (STOP)

Before traveling abroad, citizens can check through the app if they have any restrictions preventing them from leaving the country. This avoids unexpected issues and provides additional convenience.

✔️ Checking entry permits to liberated territories
Citizens can easily verify whether they have a permit to enter these areas via E-Polis.

✔️ Certificate of lost items not being found
Citizens can obtain a certificate regarding lost belongings. This may be required for other legal procedures.

✔️ Checking and paying fines

The app also enables users to check and pay “MIRROR” fines. Citizens can settle debts directly from their phones without visiting a bank or service center.

✔️ Recording administrative violations
Information about administrative offenses committed by a vehicle under the applicant’s name within a specific date range can also be accessed. This allows drivers to monitor their responsibilities and take timely action.
